American History: Reconstruction?

How is the Reconstruction of the South similar or different from the cleanup after Hurricane Katrina, or the rebuilding of Iraq? What ideas or situations could we take from the Reconstruction period and apply to Louisiana and Iraq that would help the situation in these two places? Is there ever a problem too big to solve?

Reconstruction in the south, and the Reconstruction of hurricane Katrina are very similar. Neither of them got done. They both started out with very assertive ideas, but nothing came into action. Hurricane Katrina is still not getting the amount of attention it needs just like Reconstruction in the south did not either.
